I do support Toronto Community Gardens program.
Scarborough overall has 9 sites and in Ward 25 there are 3 sites. I do think there should be more, and would encourage people who are interested in the program to click the photo above. The link will bring you to the City of Toronto website.
If I am elected Councillor for Ward 25 Scarborough-Rouge Park, and residents approached my office about the program, we would provide direction on how to get started. There are also groups and/or charities that help provide assistance and expertise as well.
Allotment Gardens are run by the City and not outside groups. You pay a yearly fee for the plot and there is a waiting list.

There are even less of these and if there is an opportunity to open one in Ward 25, I would support it.
Toronto Community Housing also has it's own program for community gardens for it's own tenants.
I do support people who want to grow their own food. Not everyone has a backyard and programs like these are important for a variety of reasons; pleasure, healthy activity, lowering food costs and the pleasure of knowing exactly where your food comes from.
